The poor are more susceptible to an increase in fees than the better off; quality improvements that accompany a price increase may balance out the drop in utilisation, even among the poor. Viable exemption polices need to be in place to ensure protection of the very poor; community participation in management and financing may have some potential for positively impacting systems performance.
