First session of the Intergovernmental Negotiating Body on a Protocol on Illicit Trade in Tobacco Products

The first session of the Intergovernmental Negotiating Body (INB) on a Protocol on Illicit Trade in Tobacco Products will take place from 11 to 16 February 2008 in Geneva.

The elimination of illicit trade in tobacco is one of the key strategies under the WHO Framework Convention on Tobacco Control (WHO FCTC). Illicit trade in tobacco products contributes to the rise in tobacco consumption and billions of dollars of tax revenue is lost every year.

During this session, the Parties will discuss the key elements of the Protocol and will agree on the next steps in the negotiation process. Attendees include delegates from ministries and agencies for health, trade, customs, justice and related areas of expertise from the Parties to the Convention. Also expected are international, intergovernmental and nongovernmental organizations accredited as observers to the Conference of the Parties. In total, close to 800 delegates and participants are expected to attend.
