Overall programme review of Global Strategy and Plan of Action on Public Health, Innovation and Intellectual Property
The global strategy on public health, innovation and intellectual property (GSPOA) and the agreed parts of the related plan of action were adopted by the Sixty-first World Health Assembly (WHA61.21), with the final plan of action being adopted by the Sixty-second World Health Assembly (WHA62.16).
With resolution WHA61.21 Member States requested the Director-General “to conduct an overall programme review of the global strategy and plan of action in 2014 on its achievements, remaining challenges and recommendations on the way forward to the Health Assembly in 2015 through the Executive Board”.
Following discussions at its 133rd and 136th Sessions, the Executive Board decided to recommend to the Sixty-eighth World Health Assembly to extend the deadline of the overall programme review to 2018. Based on this recommendation, the Sixty-eighth World Health Assembly, with resolution WHA68.18 in OP1(2), extended the time frame of the plan of action on public health, innovation and intellectual property from 2015 to 2022.
With the same resolution, in OP2(6), the World Health assembly also requested the Director-General to present the terms of reference of the overall programme review for approval by the Executive Board at its 140th session (document EB140/20), to establish a panel of 18 experts to conduct the overall programme review and to present the composition of this review panel for consideration by the officers of the Executive Board.
The 18 experts have been selected from a roster of names proposed by Member States and all WHO Regional Directors, as per WHA68.18 OP2(5). These experts have been selected on the basis of their technical competence, expertise and knowledge covering the 8 elements of the GSPOA and ensuring gender balance, equal regional representation and representation from high income and middle and low income countries.
The outcome will be a consolidated report with forward looking recommendations and that will be presented at the 71st WHA in May 2018, through the 142nd Executive Board session.
