A: The issue of NCD prevention and control has been, and will continue to attract, prominent attention worldwide in the lead-up to the High-level Meeting on NCDs
The UN General Assembly has mapped out the scope, modalities and organization of the High-level Meeting, in which it stipulated that the event will have a "particular focus on developmental and other challenges and social and economic impacts, particularly for developing countries" of NCDs.
Other highlights of the planning process include:
- The call for Member States to be represented at the High-level Meeting by heads of state and government.
- The development and subsequent adoption of an action-oriented outcome document on 20 September 2011.
- The submission of a report by the United Nations Secretary-General on the global status of NCDs, with a particular focus on the developmental challenges faced by developing countries.
- Staging by the President of the General Assembly by June 2011 of an interactive hearing to gain inputs for the High-level Meeting NGO representatives in consultative status with the Economic and Social Council, civil society organizations, the private sector and academia.
- Preparations for three thematic roundtables to be held during the High-level Meeting, addressing the issues of:
- The rising incidence, developmental and other challenges and the social and economic impact of NCDs and their risk factors;
- Strengthening national capacities, as well as appropriate policies, to address prevention and control of NCDs;
- Fostering international cooperation, as well as coordination, to address NCDs.
The World Health Organization (WHO) has been staging regional consultations that give its Member States the opportunity to raise the issues they face involving NCDs, and what they want to see come out of the High-level Meeting. Consultations have so far been held in the Eastern Mediterranean, European, Americas, and South-East Asia regions, with such further events being held during 2011 (see the links below).
The First global ministerial conference on healthy lifestyles and noncommunicable diseases control is being held in Moscow on 28-29 April. This conference is co-organized by the Russian Federation and WHO and aims to support Member States to develop and strengthen policies and programmes on healthy lifestyles and NCD prevention.
These efforts are based on the Global strategy for the prevention and control of NCDs and its action plan, which include multisectoral and innovative approaches in prevention and care. The outcome of the Global Ministerial Conference will be a Declaration. The results may also serve as a basis and platform to be considered for the High-level Meeting.
