Landscape Analysis: Country Assessment in Côte d'Ivoire

The country assessment in Côte d’Ivoire took place on 10-20 April 2010.

Aims and objectives

The aim was to obtain information about the commitment and capacity of nutrition partners in order to finalise the strategic plan related to the national nutrition policy. A Steering Committee for the Landscape Analysis was established by decree with members from the Prime Minister's Office, the Ministry of Health and 19 other line ministries, government institutions and development partners.

Country assessment team

The assessment team was led by the National Nutrition Programme of the Ministry of Health and Public Hygiene, with support from the World Bank, UNICEF, WHO, Helen Keller International (HKI) and Spiruci.

Methodology and study sites

The assessment team regrouped into 41 smaller teams who did a nationwide assessment covering all 19 regions and 83 districts as well as interviews among stakeholders at the national level in Abidjan. A total of 31 institutions were interviewed at central level. Field interviews were conducted in 195 health facilities, representing 14% of all health facilities in the country.

Findings

The assessment concluded that there was a strong commitment to improve nutrition at all levels, as evidenced by recent development of laws and protocols relevant to nutrition. However, there were insufficient financial and human resources allocated to nutrition and high dependence on external financing.

Consensus meeting and recommendations

The results and recommendations were presented to the members of the Landscape Analysis Steering Committee and development partners in consensus meeting on 20 April 2010 chaired by the Prime Minister's Advisor on Food Security and Nutrition. Participants at the meeting agreed on a set of recommendations, including development of a multisectoral and multidisciplinary nutrition action plan involving all stakeholders and to include nutrition into the training curricula of relevant sectors.

Follow-up action

Although the country had a political crisis shortly after the completion of the Landscape Analysis, actions are now being taken to implement the recommendations. For example, nutrition has already been included in the national development plan (Plan National de Développement (PND) 2012-2015). Nutrition has also been included in the curriculum of pediatricians and social assistants. Moreover, the country team is using the Landscape Analysis recommendations in fundraising for scaling up nutrition action.
