Submissions to Section 2 - Proposals in Response to Resolution WHA60.30

How to partcipate

Contributions to this section of the site will relate to Resolution WHA60.30 , in particular para 3(4) ……"to encourage the development of proposals for health-needs driven research and development for discussion at the Intergovernmental Working Group that includes a range of incentive mechanisms including also addressing the linkage between the cost of research and development and the price of medicines, vaccines, diagnostic kits and other health-care products and a method for tailoring the optimal mix of incentives to a particular condition or product, with the objective of addressing diseases that disproportionately affect developing countries."

In providing your submission to this section, you may wish to consider the following while developing the proposals: focus on diseases that disproportionately affect developing countries, feasibility of the proposal, likely contribution to fostering innovation, building capacity and improving access. Modeling the proposal on R&D needs for a specific disease may facilitate better understanding of the concepts and ideas proposed.

All contributions, and a section containing summaries of contributions will be available on the website and in public domain. A synopsis of the contributions will be prepared and will inform the discussions of the second session of the Intergovernmental Working Group on Public Health, Innovation and Intellectual Property in November.

Instructions for submission

The six-week web-based hearings will run from 15 August — 30 September. Beginning 15 August, contributions can be submitted via this dedicated website in any of the six official UN languages (i.e. Arabic, Chinese, English, French, Russian and Spanish). Submissions must not exceed five pages. Contributors are encouraged to provide a summary of their comments, which must not exceed 500 words.
