"We did a review2 of the degree of involvement of national parliaments in planning and budgeting processes and in evaluating national development strategies, including oversight for development assistance, in Zambia and Tanzania. In these democratic countries, foundational elements are in place for Parliament to exercise its oversight role. However, we found that the part that Parliament plays in developing and overseeing the health sector budget is almost non-existent."
"Lu and colleagues note the importance of developing the ability of the Ministry of Health to present and defend the health sector budget. We could not agree more. But we suggest extending capacity building to parliaments as well."
