French Ministry of Foreign and European Affairs

The French Ministry of Foreign and European Affairs manages all diplomatic affairs and official development assistance (ODA) for France.

Development aid is also one means of striving towards a safer world for all, thanks to international solidarity. France intends to spend 0.51% of its 2010 national gross income and 0.7 % in 2015, towards international aid. Provision for aid must be done in an ambitious and resolutely innovative spirit, while keeping in mind the importance of an effective distribution of aid.

Within the French Ministry of Foreign and European Affairs, it is the General Directorate for Globalization that is responsible of development aid issues. It draws up the long-term cooperation strategy and defines the rules of implementation. This directorate aims at a better regulation of globalization, especially in terms of community spirit and solidarity. This is done by contributing public global goods to the international community and by promoting French expertise and initiatives. French aid follows a partnership-based approach, enabling it to assist the initiatives of all development actors.
