Governance
Structure and governance
The Department of Reproductive Health and Research enjoys a unique structure within WHO. It combines the UNDP/UNFPA/WHO/World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP) with a Programme Development in Reproductive Health (PDRH) component. This combination is highly effective in ensuring high-quality, independent and targeted research is translated into tanglible tools and recommendations for countries aiming to address issues of sexual and reproductive ill-health. The PDRH component is governed by the World Health Assembly which is the decision-making body for WHO and HRP is governed by its Policy and Coordination Committee.

Strategic plan and budget
The Department of Reproductive Health and Research opearates under a six-year Programme of Work, covering the period 2010-2015. This Programme of work outlines the issues and challenges in reproductive health today and presents a strategy for WHO's response. This document was developed after extensive consultation with WHO country and regional offices, our partners in reproductive health, national governments and other relevant stakeholders.
A Programme Budget is prepared for each biennium, based on the overall directions and objectives outlined in the above 6-year strategy document. The budget, which includes explicit prioritization, indicates what can be accomplished at the different levels of funding and includes concrete indicators that will be used to monitor progress and our performance.
