Second generation surveillance for HIV: the next decade

This document reviews the achievements of the first decade of surveillance for HIV. It describes the strengths and weaknesses of existing systems and outlines the basic principles of second generation surveillance systems. It then goes on to make recommendations for meeting the surveillance needs of countries in different epidemic states. The document is intended to guide policy on strengthened surveillance for HIV.
