Launch of the UN Decade of Action for Road Safety 2011-2020

In close collaboration with other stakeholders, Handicap International Belgium (HIB) provides technical and financial support to the National Road Safety Committee (NRSC) in organizing the launch of the UN decade of action for road safety in Cambodia on the 11th of May 2011. The main objective is to invite the government to contribute to this UN decade of action by committing to develop and implement the 10 year road safety action plan. The event will consist of the launching ceremony, street awareness campaigns and media coverage. Since mid of 2010, HIB has been working together with other road safety partners and the NRSC to develop the 10 year national road safety action plan. This national action plan is based on the international framework. The plan has been submitted to the chair of the NRSC and is expected to be ready for the official launch on the 11th May.

Launching Decade of Action for Road Safety 2011-2020

The National Road Safety Committee is working together with relevant government ministries and stakeholders, namely Ministry of Public Works and Transport, Ministry of Health, Ministry of Interior, Ministry of Education, Youth and Sports, World Health Organization, Global Road Safety Partnership, Handicap International Belgium, Cambodian Red Cross, Asia Injury Prevention Foundation, Coalition for Road Safety, Medical Team International, Automobile Association Cambodia and other private agencies committed on road safety to support the launch of decade of action for road safety 2011-2020 under the theme " Together we can save millions of lives".
The Government of Cambodia will take this concrete opportunity to enhance multi-sectoral efforts as well as to announce the National Ten-Year Road Safety Action Plan 2011-2020 that comprise of seven pillars: (1) Road Safety Management; (2) Infrastructure; (3) Safe Vehicles, (4) Safe Road User Behaviour; (5) Post Crash Care; (6) Law Enforcement; and (7) Licensing. Two main activities being planned for this event:
(i) The Launch of the Decade of Action for Road Safety, which will preside over by HE Yim Chhayly, the Deputy Prime Minister, with about 138 participants including ministers, government officials, United Nation agencies, International Organizations, NGOs, academic and private sectors. This event will focus on the supporting United Nation decade of action for road safety, a call for immediate action to prevent deaths and injuries due to road traffic crashes, road safety exhibition and press conference. The official announcement of the Cambodia National Ten-Year Road Safety Action Plan 2011-2020 and Road Safety Policy will be announce by Prim minister Samdach Hun Sen, with about 500 participants on 26 May 2011.
(ii) Advocacy and awareness through social marketing campaigns to influence general public that include TV and radio broadcasting and hand to hand distribution of leaflets and reflection stickers, press releases and quiz competitions particularly on the three high-risk factors of helmet wearing, drink-driving and speeding.

Youth and Volunteer Engagement in Decade of Action for Road Safety

Since early 2011, Cambodian Red Cross (CRC) which is a member of IFRC and National Road Safety Committee (NRSC) together with other road safety stakeholders for the launch of the UN Decade of Action for Road Safety in Cambodia during May 2011. CRC will implement a youth based awareness campaign on May 8th, 2011, which will engage 350 Red Cross Youth to distribute thousands of IEC materials about road safety and Decade of Action information and to raise awareness of road users at public places. This campaign is develop a song dedicates to Decade of Action for Road Safety, coordinating 12 Red Cross Youth to perform the song during the launching ceremony held on May 11, 2011 as well as its technical support to the NRSC for the organization of a high profile launching ceremony of Decade of Action in Cambodia, which will be presided over by a Deputy Prime Minister of the government. CRC has been supporting NRSC and stakeholders to coordinate with an advertising agency for displaying the Decade of Action message and the logo through billboards at a number of key strategic locations in Phnom Penh.
