Social determinants of health

WHO implementation

WHO has established and provided secretarial support to the Commission on Social Determinants of Health (CSDH). The work initiated by the Commission on Social Determinants of Health has been integrated into WHO planning through the Department of Ethics, Equity, Trade and Human Rights (ETH), and across the organization within Strategic Objective 7 of WHO's Medium-Term Strategic Plan for 2008-2013. A dedicated team is focused on promoting action on the social determinants of health to improve health equity as core organizational competency as well as supporting mainstreaming. Within ETH, three work streams on social determinants of health have been identified to take forward this agenda. For more details contact csdh@who.int.

Work streams

Three work streams have been identified to take forward this process of translation and follow-up:

1.The policy coherence stream

Aims to ensure that messages, policy positions, and recommendations issued by WHO are consistent with the aim of promoting health equity (HE) between and within countries by addressing the social determinants of health (SDH).

The stream also works with civil society to actively contribute to the agenda.

2. The policy implementation stream

Aims to ensure that the knowledge base, expertise and tools for taking action on SDH to address HE are widely known and accessible to policy makers and other country actors wanting to address health inequities through addressing the social determinants of health. This work builds on the Country Work Stream of the Commission.

The stream also aims to support the development of generic knowledge on intersectoral action, building on the department's three year collaboration with the Public Health Agency of Canada.

3. The health equity analysis and research stream

Aims to increase WHO's leadership on equity and health analysis and research; advocate and develop new methods, guidelines and tools to increase global accountability and disaggregated analysis in relation to equity and health; and, to influence, coordinate and advance research and capacity strengthening agendas on social determinants, and health equity.
