Workshop of the development of National TB Strategic Plans
Divonne, France. February 2014
The workshop on the development of national strategic plans for TB control took place in Divonne, France, on 17 to 26 February 2014. It was attended by representatives of the national TB programmes of Bangladesh, Botswana, Eritrea, Gambia, Kenya, Moldova, Nepal, Rwanda, Sri Lanka, Sudan and Timor Leste. It was also attended by WHO staff from Regional Offices (AFRO and EMRO) and civil society representatives and potential consultants who can technically assist countries to develop and finalize their NSPs. The workshop was facilitated by staff from WHO/GTB.
The TB situation in the world and the post-2015 strategy to Control TB were presented in the inauguration session by the GTB Director (Mario Raviglione). Then, the workshop focused on the methodology to develop a NSP for TB control that follows a stepwise process. All the countries’ representatives, with the assistance of the consultants and facilitators, worked on each of the key sections of the five components that must be included in the NSPs of their home countries. Templates, developed by the facilitators, were used to guide the work of the participants in each step. One day and half were devoted to the development of the budget component of the NSP using the WHO TB Planning and Budgeting Tool. In addition, key strategic interventions to prevent and control TB were presented and discussed in plenary sessions every day. Based on the lesson learned in the workshop held in Cepina in November 2013, a full session was devoted to the projections’ calculation.
On the last day (26 February), the representatives of each country summarized, in plenary, the level of development of each component of their NSP and specified by when it would be finalized. They also provided clarifications on whether they will apply for the new funding model of the Global Fund and by when.
