Regional TBTEAM Meetings

European Regional Meeting

The Hague, Netherlands. May 2013

The workshop took place in The Hague, Netherlands and was attended by more than 30 participants from the 9 TBTEAM priority countries of the WHO European Region (i.e. NTP representatives from Tajikistan, Kazakhstan, Belarus, Georgia, Kyrgyzstan, Uzbekistan, Ukraine, Azerbaijan and Moldova). Besides and in order to further cross-fertilize discussions with regards to the objectives of the meeting (see below), there were colleagues from the Global Fund and representatives of partner organizations such as KNCV, TBCARE and USAID. This meeting and workshop further built on a workshop held and organized in Moldova in October 2012, where the overall components of national strategic plans for TB control were discussed and presented. Objectives of this event included: 1) Heightened understanding of the new GF model and identify ways to maximize resources through strategic planning at country level; 2) Determining how partners can continue efficient cooperation with regards to technical assistance planning and coordination and monitor gaps identified in national strategic plans (NSPs) to meet relevant country demands; 3) Further harmonize and update existing country plans and 4) Discuss and present the current guidance in joint planning for programme reviews. Presentations made and discussions held were focussing on refining existing national strategic TB documents, i.e. by improving respective partners’ contributions in order to avoid duplications and overlaps. Also aspects pertaining to governance and TB and TB finance related issues were discussed in depth. Global Fund colleagues helpfully presented and provided the Global Fund perspective, and explained the new Global Fund funding model which is "concept note" rather than "round" based, promising more flexibility and simplicity throughout the entire process. Overall the interaction of all partners including WHO and GF was considered instrumental in cross-cuttingly addressing the complexities of strategic, technical assistance and financial planning for countries.
