Summary
The second external review and evaluation of the UNDP/WORLD BANK/ WHO Special Programme for Research and Training in Tropical Diseases (TDR) was conducted by an External Review Committee (ERC) during the period November 1986 to December 1987. The terms of reference for the review (see Section 2 and Annex 1) included assessment of the contributions and scientific accomplishments of the Programme, the fundamental bases for its existence, its approaches, and its future role and development. In the light of its resources and time, the ERC chose to focus upon those aspects of its very broad and detailed terms of references that it felt most fundamental to the specific mission of the Programme.
