Summary
The Fourth External Review Committee (ERC) was asked by the TDR Joint Coordinating Board to look at TDR's performance in the past 5-6 years, with particular emphasis on the period from the year 2000 which was the start of the TDR Strategy 2000-2005, and also to have a prospective view looking forward to the next 10 years. For the next strategic period, the ERC was requested to consider different scenarios, for example, resource increases and a broader mandate. A substantial report was presented by the ERC, with an executive summary and a summary of the major recommendations at the front.
The report should be read in conjunction with two papers commissioned for the review:
