Summary

The Fourth External Review Committee (ERC) was asked by the TDR Joint Coordinating Board to look at TDR's performance in the past 5-6 years, with particular emphasis on the period from the year 2000 which was the start of the TDR Strategy 2000-2005, and also to have a prospective view looking forward to the next 10 years. For the next strategic period, the ERC was requested to consider different scenarios, for example, resource increases and a broader mandate. A substantial report was presented by the ERC, with an executive summary and a summary of the major recommendations at the front.

The report should be read in conjunction with two papers commissioned for the review:

  • Impact Evaluation for TDR: Feasibility and Approaches, by Catherine Michaud and Michael Reich, Harvard University (TDR/ERC-4/06.2)
  • Re-positioning TDR, by Catherine Michaud and Michael Reich, Harvard University (TDR/ERC-4/06.3)

Two other earlier documents are referred to in the ERC report:

  • A paper which forms part of phase I of the Fourth External Review:
Management Review of TDR by Paramjit Sachdeva, Consultant, World Bank (TDR/JCB(27)/04.16)
  • Report of the JCB SubCommittee on the Review of TDR Governance submitted to JCB 27 in June 2004[TDR/JCB(27)/04.10 Rev. 1]

Those wishing to find out more about the processes involved in evaluating global and regional partnerships are referred to a recent publication by the World Bank.
