Summary

Research should not stop after providing the proof of principle for a product, or after demonstrating its effectiveness in selected situations, but that it has an additional critical role to play in helping solve major implementation problems. Experience has shown that implementation research can make a major difference and help ensure that proven control products have the maximal possible impact on improving health.

The report contains the framework for Implementation Research in TDR endorsed by the Scientific and Technical Advisory Committee during its meeting of February 2003, and the Implementation Research product portfolio for the 2004/2005 biennium.
