In 2009, upon receiving request from Ministry of Finance (MoF), a team from WHO started working with the tax officials in order to examine the Egyptian tobacco tax system and explore areas of improvement tailored to their needs. WHO has been continuing collaboration with the MoF Egypt to improve tax administration and implementation in a way that the tax administrators are well equipped with respect to their technical capacity in examining the tobacco market and how tax policies shape the revenues, market segments with different tobacco products as well as demand. As part of this collaboration, in 2010 MoF Egypt changed its specific excise tiered system based on retail prices of cigarettes to a mixture of excise system by introducing a uniform specific and ad valorem excise on retail prices. Furthermore, taxes on other tobacco products have been increased dramatically.
