Country engagements
The World Health Organization (WHO) started collaborating closely with both the Fiscal Policy and Customs and Excise offices of the Ministry of Finance in summer 2011. The government currently imposes around 15 different tiers of specific excise on cigarettes depending on the volume of production, type of cigarette (hand/machine made, kretek/white) and price band. WHO continues to work with the MoF towards the simplification of their excise tax system in a phased manner and in line with the country’s roadmap for changing the tax structure by 2015.
