The World Health Organization (WHO) collaboration with the Tax Research Unit (TRU) of the Central Board of Excise and Customs (CBEC) started in 2010 after WHO had received a technical assistance request from Ministry of Finance India. WHO continues to collaborate with TRU on a number of projects with respect to tobacco taxation issues. In September 2011, the Ministry of Finance formed a project team from MoF to learn about the electronic monitoring devices in cigarette production facilities in Turkey and Ministry of Finance Turkey hosted the Indian counterparts.
