Upon receiving a request from WHO Regional Office for the Americas in July 2010, the World Health Organization visited Mexico to meet with the Ministry of Finance officials to discuss Senator Saro’s proposed tax bill at the senate and look at areas of support in terms of the administration and implementation of tax proposal when passed at the senate. WHO met with Ministry of Finance officials and discussed Senator Saro’s tax bill and WHO’s analysis on the consequences of Senator Saro’s tax bill on cigarette consumption, illicit trade, tax administration, retail prices, health outcomes and the government tax revenues.
