The World Health Organization has been working with the Ministry of Finance Russia since the end of 2011 to examine Russian tobacco excise system taking into account the tobacco market and other countries’ excises. Collaboration has been continuing to address the government’s concerns about the tax systems and also examine means of improving and increasing the excise system in Russia.
