Collaboration between the World Health Organization (WHO) and the Ministry of Finance of Ukraine was initiated in early 2012. Ukraine has increased their excise taxes on tobacco substantially since 2008, which has led to large decreases in consumption and well as increases in revenues. The Government is aware though that more can be done to simplify the tax structure in order to improve administration and increase revenues.
