WHO meeting on tobacco tax harmonization: lessons learnt from regional/economic blocks

WHO hosted the meeting on tobacco tax harmonization: lessons learnt from regional/economic blocks on 3-4 October 2016 in Geneva, Switzerland. The meeting gathered 35 participants with representatives from the Ministries of Health, Finance and Economy of the countries of the Eurasian Economic Union (EEU: Armenia, Belarus, Kazakhstan, Kyrgyzstan and the Russian Federation). Representatives from the World Bank, the European Commission, academia (University of Macedonia and Centre for Economic and Financial Research) as well as an NGO (Confederation of Consumers Associations of Russia) participated in the meeting as well.
The purpose of the meeting was to share experiences of regional economic integration groups in tobacco tax harmonization and tax administration, looking at failures and successes and identifying best practices. In particular, the experience of two regions in harmonizing tobacco taxes was shared and discussed at length: the European Union and the West African Economic and Monetary Union. Representatives from the EEU also shared their current tobacco tax policy, their expectations and concerns on tobacco tax harmonization as it is being currently considered and under discussion within the Union.
