Terms of reference:

  • To develop guidance, recommendations & other technical materials for advocacy work towards the implementation of WHO Framework Convention on Tobacco Control.
  • To contribute to the development of communication instruments to facilitate the implementation of Article 12 WHO-FCTC.
  • To contribute to the work of the WHO Regional Office Europe within the framework of its Bilateral Collaborative Agreements with CCEE and CIS countries in the area of Tobacco Control.
  • To contribute to the WHO’s work in organizing World No Tobacco Day 2010, 2011, 2012 and 2013.
  • To support a governmental National Tobacco Control Program in accordance with WHO recommendations/Framework Convention on Tobacco Control.
  • To evaluate Tobacco Control policies and interventions in Germany.
  • To contribute to the WHO’s plan to develop a gender sensitive tobacco control program.
  • To contribute to the European Network of Quitlines for best practise in smoking cessation and to carry on the dialogue on best practise on smoking cessation services and telephone helplines.
  • To analyse the list of allowed additives and to develop recommendations of health oriented product regulations.
  • To give capacity for German speaking and other interested countries on medical and public health aspects of tobacco control TOR 11 to support German speaking countries in tobacco control through the web-site of WHO Collaborating Centre for Tobacco Control.
