WHO consultation on tobacco harm reduction

The meeting agenda items for the one and a half day discussion were:
- Discussion on the definition and the scope of the term harm reduction;
- Discussion on how much and what kind of evidence should be required to evaluate a potential harm reduction intervention;
- Discussion on the smokeless tobacco industry's statement that "smokeless tobacco can be used in several ways as a potential harm reduction tool for cigarette smoke"; and
- Description of the EU experience on banning smoking tobacco and the EU Working Group on the Health Effects of Smokeless Tobacco Products.
The meeting initiated a discussion for the future drafting of a policy recommendation on tobacco harm reduction.
