Building capacity for tobacco control: training package

This training package has been prepared by the World Health Organization (WHO) and the International Union Against Tuberculosis and Lung Disease (the Union). It consists of sets of training materials grouped into policy packages pertaining to selected demand reduction measures, i.e. three of the MPOWER measures. This training package aims at assisting Parties to the WHO Framework Convention on Tobacco Control (WHO FCTC) to strengthen their capacity to fulfil their obligations related to the respective measures of the treaty i.e. Article 8 - protection from exposure to tobacco smoke, Article 11 - packaging and labelling of tobacco products, Article 13 - tobacco advertising, promotion and sponsorship. It also aims at assisting WHO Member States that are not yet parties to the WHO FCTC to implement selected demand reduction measures. Based on these materials, countries may prepare and conduct specific training workshops targeted at those responsible for promoting, developing and implementing comprehensive legislation at national or subnational levels. These may include government officials and representatives of NGOs who will collaborate with the government in promoting and implementing legislation.
