Development of a draft global plan to strengthen the role of the health systems to address interpersonal violence, in particular against women and girls, and against children

Operative paragraph 2.1 of resolution WHA67.15 requested the Director-General to “develop, with the full participation of Member States, and in consultation with United Nations organizations, and other relevant stakeholders focusing on the role of the health system, as appropriate, a draft global plan of action to strengthen the role of the health system within a national multisectoral response to address interpersonal violence in particular against women and girls and against children, building on existing relevant WHO work”.

The WHO Secretariat published a second WHO Discussion Paper on 31 August 2015 containing a revised draft (Draft 1) of the action plan, which serves as an input into:

  • Meetings of Regional Committees (August - October 2015), as appropriate.
  • Web-based consultation from 31 August 2015 to 16 October 2015
  • Formal meeting of Member States in November 2015

At this juncture, Member States, UN Agencies, NGOs, WHO Collaborating Centres, academics and other non-State actors are invited to share their comments in response to the second discussion paper containing Draft 1 of the action plan by sending an email before 16 October 2015 to violencegap@who.int. The WHO Secretariat will publish all contributions received by email on this website.

It is envisaged that the Report resulting from the Formal Meeting of Member States will include a final draft global plan of action which will be transmitted to the WHO Executive Board in January 2016 and the World Health Assembly in 2016 for consideration by Member States.
