AD-HOC WHO CONSULTATION ON THE ASSESSMENT OF COST-EFFECTIVENESS TOOLS TO SUPPORT INTRODUCTION DECISIONS FOR HUMAN PAPILLOMAVIRUS (HPV) VACCINES IN LOW AND MIDDLE INCOME COUNTRIES (LMIC)

The WHO Initiative for Vaccine Research held on 8-9 July in Montreal, Canada, the ad-hoc WHO consultation on the assessment of cost-effectiveness tools to support introduction decisions for Human Papillomavirus (HPV) vaccines in low and middle income countries (LMIC) at the Holiday Inn Select Downtown.

Rationale
Given the complexity and the importance of CE tools, it is critical to evaluate their robustness and applicability to vaccine policy. In low-middle income countries limited capacity is available to use and interpret results from tools. Often such countries feel little ownership of modeling results to support vaccine introduction decisions.
WHO guidance is requested from country decision makers on strengths and limitations of HPV models. The objective of this exercise is to provide them with a menu of CE tools and their characteristics, rather than to recommend a single model.

Objectives
The objectives of this Ad-hoc consultation organized by the WHO Initiative for Vaccine Research are:
1. to review existing literature on CE of HPV;
2. to review existing country level CE tools for HPV.

The expected outcomes are to provide a preliminary list of critical parameters and assumptions that local decision makers at country level should consider when assessing or using the impact and cost-effectiveness information for HPV vaccine introduction decisions. Furthermore, a country level list of priority data required to optimize the use of CE tools in the decision making process for HPV will be generated from the consultation.
