Dr Ogawa completed his Bachelor of Science degree in Mechanical Engineering from Keio University in Yokohama, Japan in 1976. He proceeded to the United States of America for his Masters (1978) and Doctorate (1982) degrees in Environmental Engineering at the Illinois Institute of Technology in Chicago and the University of Massachusetts in Amherst, respectively. Upon return to Japan, he worked as a Visiting Research Associate at the Ex Urban Research Institute in Tokyo and as an Assistant Professor at the University of Occupational and Environmental Health in Kitakyushu, Japan. His first assignment with WHO was at the Western Pacific Regional Centre for the Promotion of Environmental Planning and Applied Studies (PEPAS) in Kuala Lumpur, Malaysia as an Environmental Systems Engineer from 1987 to 1997. He was then reassigned to the Regional Office for the Western Pacific in Mania in 1998.
Dr Ogawa is currently the Regional Adviser in Healthy Settings and Environment, responsible for the programme on injury and violence prevention, disabilities and rehabilitation, among other areas. He cooperates with WHO country offices and headquarters in developing and implementing WHO collaborative activities in the injury and disabilities programme in the Western Pacific Region.
