Dr Santikarn studied medicine at Chiangmai University in Thailand and completed an MPH at Tulane University, USA. Before joining WHO's Regional Office for South-East Asia (SEARO), she was Senior Expert in Preventive Medicine, in the Noncommunicable Diseases Bureau, Ministry of Public Health in Thailand. She was also the Vice-Chairperson of the Subcommittee on Measures for Helmets, Road Safety Directing Centre, Prime Minister Office in Thailand. She was the leader of the national coordinating team in developing and maintaining an injury surveillance system in Thailand which began operating in January 1995. The surveillance system has served well as an important tool for policy makers to monitor and prevent injuries in the country until present. She developed curriculum and provided instructions in several training in Injury Surveillance and prevention; and was the manager of the national programme to promote child motorcycle helmets.
Dr Santikarn is a member of several WHO technical committees preparing the world reports related to injury prevention. As Regional Advisor for Injury and Violence Prevention in the WHO South-East Asia Region, Dr Santikarn works with Member States to establish injury surveillance, strengthen injury related information system and national capacity in injury epidemiology, prevention and care; develop national injury and violence prevention policies and programmes, and establishing injury unit in the Ministry of Health to implement and coordinate injury and violence prevention program.

After undergraduate training from CMC Vellore, India Dr Varughese did her postgraduate training in ophthalmology in India and UK and is a fellow of the Royal College of Surgeons Edinburgh. Later she had public health training at the London school of Hygiene and Tropical Medicine (LSHTM) with a masters in community eye health from LSHTM.
She has experience in health systems in developed, (UK) middle income (South Africa) and developing countries (India, Nepal, Bangladesh). Before joining WHO as programme manager in disability & rehabilitation, she worked as Medical Advisor for CBM South Asia Regional Office North dealing with cross disability programs. She has been closely involved with the national Vision 2020 forum and planning for Vision 2020 in India, Nepal and Bangladesh. She has lead advisor for a rights based approach and development of cross disability programs in the region, planning and curriculum development for development of a cadre of mid-level ophthalmic practitioners in India.
Dr Sara Varughese joined on 19 July 2010 as a Programme Manager in Disability and Rehabilitation in the SDE Department.
