Ms Sminkey, a native of Rhode Island, United States, received a Master of International Affairs degree from Columbia University in the City of New York in 1991 and a Bachelor of Arts degree from the University of Rhode Island in 1985. From 1996-1998 Ms Sminkey served as Programme Associate at the American Council on Education in Washington, DC, where she contributed to a USAID-supported higher education partnership programme. From 1991-1995, she worked in Nairobi, Kenya, as programme officer for the World Food Programme, UNICEF and the International Rescue Committee, where she contributed to humanitarian relief programmes for refugees and displaced people in East Africa.

Ms Sminkey joined the WHO Department for Violence and Injury Prevention in 2000 as Communications Officer. She currently serves as focal point for external relations, advocacy and communications in the WHO Department for Management of Noncommunicable Diseases, Disability, Violence and Injury Prevention (NVI). She is responsible for overseeing the Department’s efforts in these areas; coordinating global activities and events on the NVI calendar, such as WHO and UN days and global road safety weeks, and releases of major reports; and developing related advocacy materials, including for media. She also serves as Secretariat for the Decade of Action for Road Safety 2011-2020.
