Ms Sminkey, a native of Rhode Island, USA, received a Master of International Affairs degree from Columbia University in New York in 1991 and a Bachelor of Arts degree from the University of Rhode Island in 1985. Before joining WHO, Ms Sminkey worked at the American Council on Education in Washington, DC on a USAID-supported higher education partnership programme. For several years prior, she worked in Nairobi, Kenya, for the World Food Programme, UNICEF and the International Rescue Committee on humanitarian relief programmes for refugees and displaced persons in the Horn of Africa region.

Ms Sminkey joined the Department of Violence and Injury Prevention and Disability (VIP) in 2000, and serves as the Department's focal point for advocacy and communications. She is responsible for coordinating global advocacy events, releases of major reports and the development of related materials. She is the first point of contact for the media, and works with technical staff to prepare press materials. She currently serves as Secretariat for the Decade of Action for Road Safety 2011-2020, and supports NGO advocacy in the context of the Road Safety in 10 Countries (RS10) Project.
