The strategy proposes strengthening of health systems with the goal of reducing disease burden through improved resources, systems, policies and management.
The strategy calls upon African countries to promote all aspects of human resources for health development and retention, addressing policies, strategic plans, information, training, recruitment, deployment and retention, administration, working and living conditions and the health of staff.
