Costing the scaling-up of human resources for health: lessons from Mozambique and Guinea Bissau
Case study
This paper discusses two separate Human resource development plans costing exercises carried out in Mozambique and Guinea Bissau and the development of costing tools and methodologies taking into account specific context, financial reporting system and available cost information in these countries.
This study highlights the advantages of selecting country specific costing tools, which reduce local Governments' dependency on foreign expertise and facilitate regional and international comparisons.
