A cross-country review of strategies of the German development cooperation to strengthen human resources.

This paper reviews country initiatives and the role of donor agencies in giving priority to development of human resources for health, rather than focusing on the provision of adhoc training within their programs. Five countries, Cameron, Indonesia, Tanzania, Malawi and Rwanda were selected to review HRH initiatives in the country.
The paper describes the general HRH situation in these countries and provides additional details on the initiatives by the German development cooperation. The German development cooperation was chosen as a relatively large donor that has initiated a stronger focus on initiatives to strengthen HRH.
