This review analyzes the published evidence on the effects of P4P. The effectiveness of P4P programs implemented to date is highly variable, from negative (rarely) or absent to positive or very positive.

The objective of the review is to assess the affects of pay for performance on access, equity of health care and cost effectiveness and how P4P effects are influenced by the design choices, implementation and evaluation process.
