Paying Primary Health Care Centers for Performance in Rwanda

After the success of the pilot P4P scheme, the Government of Rwanda in 2006 implemented a national pay for performance scheme. The scheme pays for 14 maternal and child health care output indicators.
Data from prospective quasi-experimental design provide evidence that pay for performance initiative was associated with increase in utilization and quality of critical maternal and child health care services. Larger impact was on services with higher incentives and on services that are more in the control of health care provider and depend less on patient’s decisions.
