The review explores the appropriateness of implementing performance based payments initiatives in developing countries with fragile health care systems.

The studies from developed countries indicate that the key factors for successful implementation of PBP schemes are strong political and management support, room for change and innovation to maximize efficiency and a robust health information system generating valid and reliable data. Lack of evidence on success of PBP initiatives in developing countries is significant.
