To overcome the shortages of health workforce, policy makers develop different strategies such as, skill mix and staffs mix to optimize the available human resources and quality of care.

This review discusses the main approaches and it’s limitations suggesting that the current staff-mix focus is both restrictive and static and that it fails to account for staff members' skills and their effective utilization. Examining several options that offer a more dynamic solution, this paper introduces the notion of skill management, referring to the mechanisms used by an organizations to optimize the utilization of its workforce.
