Honouring the human rights to health and freedom of movement
Technical brief
This technical brief discusses health workers' migration through a double framework of right to health and right to freedom of movement.
The existence of these two rights in the context of managing health worker migration, particularly recommendations which limit active recruitment or promote self-sufficiency policies as part of an ethical code of practice, does not compromise a state’s ability to honour both rights. The tension between the two internationally accepted human rights remains in large part that of perception rather than one strictly dictated by human rights law.
