The HRH policy impact assessment tool (PIAT) is a generic tool that assists in creating an efficient information base and accountability. The guidance notes provide overall information about the tool, practical information and recommendations.

The PIAT helps in collecting and synthesizing relevant data and information as a periodic exercise to help inform programming and resource allocation decisions. It helps in identifying policy gaps and priority areas of managing HRH issues (retention, incentive mechanism, adequate production, motivation of staff, etc.) in the country. The tool is useful to assess current strengths and weakness of the existing mechanism of HR management by identifying the key indicators. The tool is also an attempt to assist documentation and accountability efforts. It helps to provide a tool that countries can use to collect and track key data relevant to HRH as a periodic exercise to help inform programming and resource allocation decisions, as well as promote dialogue and advocacy.
