AMREF Italy's mapping exercise of the effort of key Italian development stakeholders in strengthening the health workforce in resource-limited countries.

The scarcity of human resources for health is today recognized by the international community as one of the major stumbling blocks in the path to achieve the health-related Millennium Development Goals. Italy’s commitment to the MDGs - as a donor country - consequently engages it also in the resolution of the human resources for health crisis. In this perspective, AMREF Italy carried out a mapping exercise of the effort of key Italian development stakeholders in strengthening the health workforce in resource-limited countries.

The research analyses the contribution of the Italian Ministry of Foreign Affairs, Ministry of Economy and Finance, Istituto Superiore di Sanità (the technical body supporting the Italian Health System), of some Regions, private foundations, NGOs and Italian health professional bodies in this area: through the description of a number of diverse and relevant experiences in strengthening the health workforce in resource-limited countries, some peculiarities and prevalent approaches emerge, both in terms of the quantity of funds invested by Italian stakeholders and of the policies adopted in doing so. These approaches are analysed in the report through the lenses of the Kampala Declaration and Agenda for Global Action in order to provide recommendations specific to each stakeholder, as well as to the Italian system of international cooperation in the health sector as a whole.

The analysis and recommendations contained in the report provide indications of possible synergies and areas of coordination for Italian development stakeholders in the area of human resources for health, in the perspective of enhancing their collective effectiveness as donors; the report, in addition, is a tool to present to the international community meeting in Bangkok for the Second Global Forum on Human Resources for Health a picture of the Italian contribution towards the solution of the human resources for health crisis, in a perspective of mutual accountability.
