The World Health Organization (WHO) is transforming lifelong learning for health impact through the establishment of the WHO Academy. The Academy aims to reach millions of learners including health workers, policymakers, WHO workforce, and communities with the goal of accelerating countries’ progress toward health targets of the Sustainable Development Goals and improve health for all. The WHO Academy is inviting global experts in lifelong learning, continuing education and professional development from regulatory authorities in the health and care sectors, Ministries of Health and professional certification bodies to participate in a global consultation and consensus process on learning recognition and the awarding of digital credentials.
To bring value to Academy learners and organizations interested in recognizing their learning achievements, the WHO is developing a framework for the recognition of learning achievement and awarding of digital credentials to record and document lifelong learning outcomes. We invite learning experts to participate in this modified Delphi process. The survey process consists of three rounds of consultation and feedback to gather and analyze perspectives from experts on key elements. Experts are not expected to be knowledgeable about or have experience in digital credentials or the digital credentialing process. The objective of the Delphi process is to gather expert opinions on credentialing learning that will refine and support the Academy’s overall efforts to establish global standards for recognizing learner achievements.
Predicted time and engagement:
The Delphi process commences on 5 May 2021 and will consist of three rounds and a final online forum to discuss findings and resolve late-breaking discrepancies. Deadline for registration is 3 May 2021, close of business Geneva time.
Data collection for each round will last two-weeks in which participants must complete a survey that will take approximately one hour to finish. The online forum will be a two-hour session. To ensure survey integrity and validity of the process, we hope that once you commit to the first survey, we will have your full engagement on the subsequent survey rounds.

Your opinions will help us to shape the future of lifelong learning, enabling the ability to catalogue formal and informal lifelong learning in health with a focus on outcomes-based recognition of learning achievement rather than time-based units.
