Biography

Professor Carlos Gonçalo Afonso Rolhas Fernandes Das Neves, holding Portuguese and Norwegian citizenship, graduated from the Technical University of Lisbon in Veterinary Medicine (2004) and earned his PhD in Virology from the Norwegian School of Veterinary Sciences (2009). He further acquired a Postgraduate Certificate in Public Health and a Certificate in Public Policy from the London School of Hygiene and Tropical Medicine and the London School of Economics, respectively. 

Currently, he is the Chief Scientist of the European Food Safety Authority (EFSA), and a Full Professor at the University of Tromsø, Norway. 

His previous roles include Director of Research and Internationalization at the Norwegian Veterinary Institute, where he also led the Virology and Food Safety departments. His expertise encompasses wildlife diseases, One Health, zoonotic diseases, antimicrobial resistance, emerging threats, and food systems, with several contributions to science policy and global health initiatives. 

Das Neves has been active in various capacities, including chairing the Wildlife Population Health Specialty of the European College of Zoological Medicine, President of the Wildlife Disease Association and participating in different international commissions and forums such as the IUCN Wildlife Health Specialist Group. 

He was also the Honorary Consul of Portugal in Norway from 2010 to 2017.
