Biography

Dr Noel Lee J. Miranda is a regional technical consultant on public health emergency management with 38 years of experience. He has a DVM and MSc (with Distinction) degree, from the University of the Philippines and University of London-Royal Veterinary College, respectively. He specialises on emerging pandemic threats at the animal-human-environment interface (One Health), and whole-of-society pandemic planning. He was among the first field responders (WHO) during the early outbreaks of avian influenza in Southeast Asia. He supported ASEAN’s avian influenza and pandemic preparedness capacity building from 2006, and recently co-developed its ASEAN Public Health Emergency Coordination System and zoonosis prevention from wildlife trade policies. He was formerly connected with the Philippine Research Institute for Tropical Medicine, Ministry of Health, where he pioneered One Health collaborations on rabies and Reston Ebola virus. He is an expert on preclinical drug/biological research. He had previously engaged with the USAID, ABD, EU-EC, IFRC, and FAO- as regional COVID-19 coordinator. He was presidentially appointed as Veterinary Board Examiner in 2004. He is a member of the World Veterinary Association- Strategic Focus Group on One Health, a Fellow of the Philippine College of Veterinary Public Health, and member of the Philippine-American Academy of Science and Engineering.
