Etien Koua
Biography
Dr. Etien L. Koua currently serves as the Health Emergency Information Management and Risk Assessment Programme Area Manager at the WHO African Regional Office. With 25 years of experience in public health, international development, and humanitarian projects, he has led initiatives in disaster preparedness, food security, malaria, HIV/AIDS programs, and health emergencies. Dr. Koua specializes in developing surveillance systems, health information systems, and data analytics for global health security. His past roles include Strategic Information Branch Chief for USAID in Côte d’Ivoire, Information Management Coordinator for the Haiti Earthquake operation with the International Federation of the Red Cross, Senior Technical Advisor with UNDP Ethiopia, and Chief of Information Systems and Applied Statistics Unit with Tulane University/CDC programme for HIV/AIDS in Rwanda. He also previously held academic positions at the Pennsylvania State University as Research Faculty and Adjunct Professor of GIS in Public Health and Epidemiology at Tulane University. Dr. Koua holds a PhD in Geoinformatics from Utrecht University and advanced training in public health and epidemiology from Tulane University, with postdoctoral research on GIS applications at Penn State University.
