Dr Júlio Gouveia-Carvalho

Biography

Lieutenant Colonel Veterinarian Júlio Gouveia-Carvalho is the Commander of the Biological and Chemical Defence Laboratory of the Portuguese Army.

He holds a PhD in Strategic Studies (biological threats) from the University of Lisbon.

Dr Júlio Gouveia-Carvalho is national advisor for the Biological Weapons Convention, G7 led Global Partnership against the spread of weapons and materials of mass destruction and nominated expert of the United Nations Secretary-General’s Mechanism for the investigation of alleged use of chemical and biological weapons since 2009. 

He previously participated in the Global Health Security Agenda pilot assessment to Portugal, National Global Health Plan (interministerial), National Chemical, Biological, Radiological and Nuclear (CBRN) plan (Civil Protection Authority), Ebola contingency plan (Directorate-general of Health), Euro 2004, NATO summit 2010, Task force for the response to COVID-19 and coordination of COVID-19 vaccination in Portugal.

He regularly participates in simulation exercises at national and international level.

He is principal investigator in research, development and innovation projects in the Military Academy Research Center, where he participated in several projects integrated in international consortia since 2008, and is a regular speaker in courses and seminars on biological defence, preparedness and contingency planning, biosafety and biosecurity. 

Dr Júlio Gouveia-Carvalho is currently the coordinator of the Biosafety and Biosecurity Technical Commission of the Military Health Forum of the Community of Portuguese Speaking Countries.
