Biography

Dr. Leonardo Cubillos possesses over 20 years of experience and has worked with over 40 low- and middle-income countries to strengthen health systems, improve access to care and health outcomes.

He worked as senior health specialist at the World Bank in Latin America, India and Africa focusing on health insurance, results-based financing, and human rights. Leonardo was National Director-General of Health Insurance and acting Vice-Minister at the Ministry of Health of Colombia. Leonardo is clinically active in the USA where he works with adults with co-morbid addiction disorders and serious mental illnesses. Leonardo is currently the Director of the Center for Global Mental Health Research at the National Institute of Mental Health (NIMH). Leonardo completed his psychiatric residency and fellowship in addiction psychiatry at Dartmouth-Hitchcock Medical Center, USA. He holds an M.D. along with graduate business studies from Universidad Del Rosario in Colombia. He also holds an MPH in Health Economics from Harvard University.
