Matt Hoy
Biography
Matt Hoy is head of exercising at the United Kingdom Health Security Agency (UKHSA). He has over 20 years of experience in emergency preparedness, resilience and response across health, policing and local government. His expertise includes simulation exercises, preparedness evaluation, organizational learning and health emergency management. He leads programmes that test readiness, strengthen decision-making and drive continuous improvement across the health sector. His experience spans preparedness and public health leadership, operational command and strategic advisory roles during major emergencies. Matt has worked with national and international partners on resilience, preparedness and exercising, including European and multinational initiatives to strengthen emergency preparedness and response systems.
