Dr Shogo Kubota

Coordinator, Service Delivery and Quality

Biography

Dr Shogo Kubota is the Coordinator of the Service Delivery and Quality (SDQ) unit at the WHO Regional Office for the Western Pacific.

Prior to his current role, Dr Kubota served as Medical Officer and Team Lead for Maternal and Child Health at the WHO Country Office in the Lao People’s Democratic Republic from 2016 to 2023. In 2026, he was awarded a medal by the Prime Minister of Lao PDR in recognition of his contributions to reducing maternal and child mortality and to the country’s COVID-19 response through strengthening local governance, community engagement and trust to health systems.

Before joining WHO, he practised as a paediatrician and contributed to clinical and humanitarian health initiatives.

Dr Kubota holds a Bachelor of Arts in Religion from Wesleyan University, a Master of Public Health from the Johns Hopkins Bloomberg School of Public Health, and a Doctor of Medicine from Kanazawa University, Japan. His recent interests include anthropological approaches to public health and practical ways to translate “people-centredness" into health systems design and implementation.
